I believe this is the Crystal of Zin-Malor, an artifact that can contain and control strong arcane forces. It could have been used for good, but the evil intentions of those that stole it caused it to shatter.
Go to the Temple of Zin-Malor in Azshara -- I can only hope the book is still there.
